ฟิทช์ ปรับแนวโน้มอันดับเครดิตของบริษัทไทยประกันชีวิตเป็นลบและคงอันดับความแข็งแกร่งทางการเงินที่ ‘A-’

     ฟิทช์ เรทติ้งส์- สิงคโปร์/กรุงเทพฯ – 8 พฤษภาคม 2563 : ฟิทช์ เรทติ้งส์ ประกาศปรับแนวโน้มอันดับความแข็งแกร่งทางการเงินสากล (Insurer Financial Strength Rating: IFS Rating) ของบริษัท ไทยประกันชีวิต จำกัด (มหาชน) หรือ TLI เป็นลบจากแนวโน้มอันดับความแข็งแกร่งทางการเงินมีเสถียรภาพ และประกาศคงอันดับความแข็งแกร่งทางการเงินสากลที่ ‘A-’ (หรืออยู่ในระดับ “แข็งแกร่ง”)

      ในขณะเดียวกัน ฟิทช์ปรับแนวโน้มอันดับความแข็งแกร่งทางการเงินภายในประเทศ (National IFS Rating) เป็นลบจากแนวโน้มอันดับความแข็งแกร่งทางการเงินมีเสถียรภาพ และประกาศคงอันดับความแข็งแกร่งทางการเงินภายในประเทศที่ AAA(tha)

ปัจจัยสนับสนุนอันดับเครดิต

       การประกาศอันดับเครดิตดังกล่าวพิจารณาจากการประเมินผลกระทบของการแพร่ระบาดของโคโรน่าไวรัสที่อาจมีผลต่อระบบเศรษฐกิจภายใต้สมมติฐานที่ระบุไว้ในส่วนท้าย ซึ่งฟิทช์ใช้สมมติฐานดังกล่าวในการประเมินตัวเลขทางการเงินเพื่อเทียบเคียงกับหลักเกณฑ์การจัดอันดับเครดิตของฟิทช์และปัจจัยที่อาจมีผลต่ออันดับเครดิตในอนาคต (rating sensitivities) ที่ได้ระบุไว้ในการประกาศอันดับเครดิตของ TLI ในครั้งก่อน

      แนวโน้มอันดับเครดิตเป็นลบสะท้อนถึงความเสี่ยงเชิงลบที่มีต่อระดับเงินกองทุนและผลประกอบการของ TLI จากความไม่แน่นอนของผลกระทบที่อาจเกิดจากการแพร่ระบาดของโคโรน่าไวรัสและจากความผันผวนของตลาดเงินและตลาดทุน การคงอันดับเครดิตยังพิจารณาถึงเครือข่ายทางธุรกิจในประเทศของ TLI ส่วนแบ่งทางการตลาดที่มีขนาดใหญ่ ผลิตภัณฑ์ประกันชีวิตที่มีความหลากหลายและช่องทางการจัดจำหน่ายผลิตภัณฑ์ที่มีความแข็งแรง ซึ่งฟิทช์มีความเห็นว่าโครงสร้างธุรกิจประกันชีวิตของ TLI อยู่ในระดับที่แข็งแรง (Favourable business profile) เมื่อเทียบกับบริษัทอื่นในอุตสาหกรรมประกันชีวิตไทย ดังนั้นจึงให้อันดับ ‘a-’ แก่ TLI ในด้านโครงสร้างธุรกิจประกันชีวิต (business profile credit factor score) ซึ่งเป็นไปตามหลักเกณฑ์ของฟิทช์

       ฟิทช์ คาดว่า ระดับเงินกองทุนของ TLI เมื่อประเมินจากแบบจำลอง Fitch Prism Model จะลดลงอยู่ในระดับพอใช้ (‘Adequate’) ในกรณีฐาน (rating case scenario) เมื่อเทียบกับเงินกองทุนในปี 2562 ที่สูงกว่าเกณฑ์ขั้นต่ำของระดับแข็งแกร่งมาก (‘Very Strong’) เพียงเล็กน้อย ซึ่งระดับเงินกองทุนที่ปรับลดลงโดยหลักเป็นผลมาจากผลขาดทุนที่อาจเกิดจากการลงทุนเนื่องจากความผันผวนของราคาตราสารทุนรวมถึงมูลค่าของตราสารหนี้ที่อาจลดลงโดยเฉพาะอย่างยิ่งตราสารหนี้ที่มีอันดับเครดิตต่ำ ทั้งนี้ฟิทช์เชื่อว่าส่วนทุนของบริษัทที่ไม่พิจารณาตามระดับความเสี่ยง (non-risk-based capital position) ที่ค่อนข้างแข็งแรงเมื่อเทียบกับบริษัทประกันชีวิตอื่นที่ฟิทช์จัดอันดับเครดิตจะช่วยรองรับความเสี่ยงด้านสินทรัพย์และผลการดำเนินงานของบริษัท ทั้งนี้คาดว่าระดับเงินกองทุนของบริษัทจะยังคงอยู่ในระดับที่สูงกว่าเกณฑ์ขั้นต่ำที่ 140% อยู่มาก

        ฟิทช์ มองว่าอัตราผลตอบแทนจากการลงทุนที่อาจลดลงรวมถึงความไม่แน่นอนของการแพร่ระบาดอาจส่งผลกดดันต่อผลการดำเนินงานของ TLI โดยสะท้อนจากอัตราส่วนกำไรก่อนภาษีเงินได้ต่อสินทรัพย์เฉลี่ยที่อาจลดลงภายใต้กรณีฐาน  อย่างไรก็ตามอัตราส่วนดังกล่าวยังคงสอดคล้องกับเกณฑ์ของฟิทช์สำหรับบริษัทประกันชีวิตที่มีอันดับความแข็งแกร่งทางการเงินอยู่ในช่วงอันดับ ‘A’ ฟิทช์คาดว่าบริษัทจะยังคงดำเนินงานตามแผนธุรกิจที่จะให้ความสำคัญต่อผลิตภัณฑ์ที่สร้างผลกำไรให้กับบริษัทอย่างเคร่งครัดเพื่อรักษาระดับความสามารถในการสร้างผลกำไรที่เหมาะสมกับอันดับเครดิตของบริษัทต่อไป

       ความเสี่ยงด้านการลงทุนและสินทรัพย์ของ TLI อาจเพิ่มขึ้นตามความผันผวนของตลาดทุน โดยอัตราส่วนสินทรัพย์เสี่ยง (risky asset ratio) เมื่อพิจารณาตามสมมติฐานข้างท้ายของกรณีฐานอาจจะสูงกว่าเกณฑ์ของฟิทช์สำหรับบริษัทประกันชีวิตที่มีอันดับความแข็งแกร่งทางการเงินอยู่ในช่วงอันดับ ‘A’ ซึ่งสะท้อนถึงความเสี่ยงจากการลงทุนที่เพิ่มขึ้นในขณะที่ระดับเงินกองทุนของบริษัทอ่อนตัวลง อย่างไรก็ตามฟิทช์คาดว่า TLI จะยังคงดำเนินกลยุทธ์ด้านการลงทุนที่ระมัดระวังในระยะยาวเพื่อรักษาระดับของผลตอบแทนเมื่อปรับด้วยระดับความเสี่ยงจากการลงทุนให้อยู่ในระดับที่ทรงตัว

-      การรักษาระดับของเงินกองทุนของบริษัทซึ่งวัดจากแบบจำลอง Fitch Prism Model ของฟิทช์ที่ระดับแข็งแกร่ง (‘Strong’) จะส่งผลให้ฟิทช์ปรับแนวโน้มของอันดับความแข็งแกร่งทางการเงินเป็นแนวโน้มมีเสถียรภาพได้

-       การเปลี่ยนแปลงของสมมติฐานที่ใช้ประกอบการพิจารณาอันดับเครดิตของฟิทช์ในทิศทางที่เป็นบวกอย่างมากเมื่อพิจารณาผลกระทบของโคโรน่าไวรัสแล้ว

-       การเปลี่ยนแปลงของอันดับความแข็งแกร่งทางการเงินในเชิงบวกจะเกิดขึ้นหลังจากที่ฟิทช์สามารถคาดการณ์ได้อย่างชัดเจนมากขึ้นถึงผลการดำเนินงานของทั้งอุตสาหกรรมประกันชีวิตไทยและของ TLI

-       การรักษาระดับเงินกองทุนของบริษัทซึ่งวัดจากแบบจำลอง Fitch Prism Model ให้อยู่ในระดับบนของระดับแข็งแกร่ง (‘Strong’) อย่างต่อเนื่องทั้งในกรณีที่พิจารณาตามสมมติฐานของฟิทช์หรือจากผลที่เกิดขึ้นจริงตามรายงานผลประกอบการของบริษัท

-      บริษัทมีขนาดของธุรกิจที่ใหญ่ขึ้นและมีการกระจายความเสี่ยงของธุรกิจ (business diversification) ที่ดีขึ้นอย่างมีนัยสำคัญ เช่น บริษัทมีการนำเสนอผลิตภัณฑ์ที่ครอบคลุมหลากหลายประเภทธุรกิจมากขึ้น ธุรกิจมีการกระจายตัวเชิงภูมิศาสตร์ที่ดีขึ้น และช่องทางการขายมีความหลากหลายมากขึ้น

อันดับความแข็งแกร่งทางการเงินภายในประเทศ

-      การรักษาระดับของเงินกองทุนของบริษัทซึ่งวัดจากแบบจำลอง Fitch Prism Model ของฟิทช์ที่ระดับแข็งแกร่ง (‘Strong’) จะส่งผลให้ฟิทช์ปรับแนวโน้มของอันดับความแข็งแกร่งทางการเงินเป็นแนวโน้มมีเสถียรภาพได้

-      อันดับความแข็งแกร่งทางการเงินภายในประเทศของ TLI ไม่สามารถปรับเพิ่มขึ้นได้อีก เนื่องจากอันดับความแข็งแกร่งทางการเงินภายในประเทศที่ ‘AAA(tha)’ เป็นอันดับเครดิตที่สูงที่สุดแล้ว

การวิเคราะห์กรณีที่ได้รับผลกระทบเชิงลบรุนแรง (Stress Case Sensitivity Analysis)

Fitch Revises Outlook on Thai Life Insurance to Negative; Affirms IFS Rating at 'A-'

       Fitch Ratings - Singapore/Bangkok - 08 May 2020: Fitch Ratings has revised the Outlook on Thai Life Insurance Public Company Limited's (TLI) Insurer Financial Strength (IFS) Rating to Negative from Stable, and affirmed the IFS Rating at 'A-' (Strong).

           At the same time, Fitch has revised the Outlook on the insurer's National IFS Rating to Negative from Stable, and affirmed the National IFS Rating at 'AAA(tha)'.

KEY RATING DRIVERS

        The rating actions noted above are based on Fitch's current assessment of the impact of the coronavirus pandemic, including its economic impact, under a set of ratings assumptions described below. These assumptions were used by Fitch to develop pro forma financial metrics for TLI that Fitch compared with both ratings guidelines defined in its criteria and previously established rating sensitivities for TLI.

          The Negative Outlook mainly reflects the downside risks to TLI's capitalisation and earnings due to the uncertainty of the impact from the coronavirus pandemic and the financial market volatility. The rating affirmation also takes into account TLI's substantive domestic business franchise, significant market position, comprehensive product lines and sound distribution strength. Fitch ranks the insurer's business profile as 'Favourable' compared with that all other Thai peers, resulting in Fitch scoring on TLI's business profile at 'a-' under our credit-factor scoring guidelines.

           Fitch has estimated TLI's pro forma capitalisation, as indicated by Fitch Prism Model, would drop to the 'Adequate' level under the rating-case scenario, compared with a marginally 'Very Strong' position in 2019. The lower assumed capital score mainly reflects possibly higher loss exposures in investment activities driven by the volatility of stock prices and deterioration in bond values, particularly those with lower-end credit ratings. We believe TLI's more favourable non-risk-based capital position compared with peers will act as a buffer to downside risks for assets and earnings. Still, the insurer's regulatory risk-based capital ratio should be well above the 140% minimum requirement.

         Fitch views the subdued investment yields and uncertainty of pandemic will dampen TLI's pro forma financial performances, reflected by a fall in its pretax return on asset (ROA) under the rating-case scenario. However, the insurer's profitability ratio remains in line with Fitch's scoring guideline for IFS 'A' rated insurers. Fitch expects the insurer's plan to strictly focus on positive new business-margin products to maintain its earnings at the level commensurate with its rating.

          TLI's investment and asset risks might rise alongside the volatility in capital markets. The pro forma risky asset ratio will increase above the guideline level for insurers in the 'A' range under the rating-case scenario, reflecting the larger investment risk exposure to the insurer's potential thinner capital base. However, the agency expects TLI to keep its conservative long-term investment strategies for stable risk-adjusted investment returns.

Assumptions for Coronavirus Impact (Rating Case)

         Fitch used the following key assumptions, which are designed to identify areas of vulnerability, in support of the pro forma ratings analysis discussed above:

- Decline in key stock market indices by 35% relative to 1 January 2020.

- Increase in two-year cumulative high-yield bond default rate to 16%, applied to current non-investment-grade assets, as well as 12% of 'BBB' assets.

- Both upward and downward pressure on interest rates, with spreads widening (including high-yield by 400 basis points) coupled with notable declines in government rates.

- Capital markets access is limited for issuers at senior debt levels of 'BBB' and below.

- A COVID-19 infection rate of 5% and a mortality rate (as a percentage of infected) of 1%.

RATING SENSITIVITIES

        The ratings remain sensitive to any material change in Fitch's rating case assumptions with respect to the coronavirus pandemic. Periodic updates to our assumptions are possible given the rapid pace of changes in government actions in response to the pandemic, and the pace with which new information is available on the medical aspects of the outbreak. An indication of how we expect the ratings would be affected under a set of stress case assumptions is included at the end of this section to help frame sensitivities to a severe downside scenario.

       Factors that could, individually or collectively, lead to negative rating action/downgrade:

IFS Rating/National IFS Rating

- A material adverse change in Fitch's ratings assumptions with respect to the coronavirus impact.

- A persistent drop in either Fitch's assumed pro forma or the company's actual capitalisation - measured by TLI's risk-based capital (RBC) ratio - to below 280% and deterioration in the Fitch Prism Model score to below 'Strong' level for an extended period.

- A prolonged weakening in profitability, indicated by either Fitch's assumed pro forma or the company's actual pretax ROA that is below 1%.

Factors that could, individually or collectively, lead to positive rating action/upgrade:

IFS Rating

- TLI's ability to maintain its capitalisation as indicated by the Fitch Prism Model score of 'Strong' will lead to a revision of the rating Outlook to Stable.

- A material positive change in Fitch's ratings assumptions with respect to the coronavirus impact.

- A positive rating action is prefaced by Fitch's ability to reliably forecast the impact of the coronavirus pandemic on the financial profile of both the Thai life insurance industry and TLI.

- The maintenance of TLI's capital adequacy well into the 'Strong' level on a sustained basis, as measured by Fitch Prism Model score based on both Fitch's assumed pro forma and TLI's actual result.

- A significant improvement in TLI's operating scale and business diversification, for instance, the insurer participates in many business lines, geographies and distribution sources.

National IFS Rating

- TLI's ability to maintain its capitalisation as indicated by the Fitch Prism Model score of 'Strong' will lead to a revision of the rating Outlook to Stable.

- An upgrade for TLI's National IFS Rating is not possible as its 'AAA(tha)' National IFS Rating is already the highest score on the National Rating scale.

Stress Case Sensitivity Analysis

- Fitch's stress case assumes the following: a 60% stock market decline; two-year cumulative high-yield bond default rate of 22%; high-yield bond spreads widening by 600 basis points and more prolonged declines in government rates; heightened pressure on capital markets access; and a COVID-19 infection rate of 15% and mortality rate of 0.75%.

- The implied rating impact under the stress case would be a downgrade of one to two notches.

BEST/WORST CASE RATING SCENARIO

International scale credit ratings of Financial Institutions issuers have a best-case rating upgrade scenario (defined as the 99th percentile of rating transitions, measured in a positive direction) of three notches over a three-year rating horizon; and a worst-case rating downgrade scenario (defined as the 99th percentile of rating transitions, measured in a negative direction) of four notches over three years.
