'กัลฟ์'จับมือ 'กฟผ.'ลงนามสัญญางานบริการที่ปรึกษาวิศวกรรม (ภาคสนาม)

       นางพรทิพา ชินเวชกิจวานิชย์ กรรมการผู้จัดการใหญ่ บริษัท กัลฟ์ เอ็นเนอร์จี ดีเวลลอปเมนท์ จำกัด (มหาชน) หรือ กัลฟ์ เปิดเผยว่า ตามที่กัลฟ์อยู่ระหว่างการเตรียมการก่อสร้างโครงการโรงไฟฟ้าไอพีพี กัลฟ์เล็งเห็นถึงความจำเป็นในการให้ผู้มีประสบการณ์ด้านการก่อสร้างและพัฒนาโรงไฟฟ้าเข้ามามีส่วนร่วมในโครงการโรงไฟฟ้า ซึ่งการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.) มีความเชี่ยวชาญในด้านดังกล่าว กัลฟ์จึงได้ให้กฟผ.เข้ามาดูแลงานบริการที่ปรึกษาวิศวกรรมและก่อสร้างโครงการโรงไฟฟ้า 2 แห่ง ขนาดกำลังการผลิตไฟฟ้าตามสัญญารวม 5,000 เมกะวัตต์ โดยมีการลงนามในสัญญางานบริการที่ปรึกษาวิศวกรรม (ภาคสนาม) มูลค่ารวม 400 ล้านบาท

      สัญญาที่กัลฟ์และกฟผ.ลงนามร่วมกันในครั้งนี้ แบ่งเป็น 2 สัญญา ประกอบไปด้วย 1. สัญญางานบริการที่ปรึกษาวิศวกรรม (ภาคสนาม) สำหรับโครงการโรงไฟฟ้า GSRC ขนาดกำลังผลิตไฟฟ้าตามสัญญา 2,500 เมกะวัตต์ ตั้งอยู่ที่ อำเภอศรีราชา จังหวัดชลบุรี ดำเนินการโดยบริษัท กัลฟ์ เอสอาร์ซี จำกัด อายุสัญญาประมาณ 4 ปี ตั้งแต่เดือนธันวาคม 2561 – เดือนตุลาคม 2565 และ 2.สัญญางานบริการที่ปรึกษาวิศวกรรม (ภาคสนาม) สำหรับโครงการโรงไฟฟ้า GPD ขนาดกำลังผลิตไฟฟ้าตามสัญญา 2,500 เมกะวัตต์ ตั้งอยู่ที่ อำเภอปลวกแดง จังหวัด ระยอง ดำเนินการโดยบริษัท กัลฟ์ พีดี จำกัด อายุสัญญาประมาณ 4 ปี ตั้งแต่เดือนธันวาคม 2563 – เดือนตุลาคม 2567 ซึ่งทั้ง 2 บริษัท เป็นบริษัทย่อยของกัลฟ์

      “การที่กัลฟ์เลือกกฟผ.เข้ามาเป็นผู้ควบคุมงานก่อสร้างโรงไฟฟ้าไอพีพี ทั้ง 2 แห่ง เนื่องจากกฟผ.มีหน่วยงานที่มีความเชี่ยวชาญโดยตรงอย่างฝ่ายก่อสร้างโรงไฟฟ้า และบุคลากรที่มีคุณภาพ การที่ได้ร่วมงานกับกฟผ.ทำให้มั่นใจได้ว่างานก่อสร้างจะแล้วเสร็จตามกำหนด และได้โรงไฟฟ้ามีคุณภาพ ผลิตไฟฟ้าได้ตามเป้าหมายที่กัลฟ์วางไว้” นางพรทิพา กล่าว

     นายวิบูลย์ ฤกษ์ศิระทัย ผู้ว่าการการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.) กล่าวว่า ขอขอบคุณกัลฟ์ที่ได้มอบความไว้วางใจให้กฟผ.มีส่วนร่วมในการพัฒนาโครงการ เพื่อประโยชน์และความมั่นคงของระบบผลิตไฟฟ้าของประเทศ โดยเฉพาะอย่างยิ่งโครงการโรงไฟฟ้าทั้ง 2 แห่ง ตั้งอยู่ในภาคตะวันออกซึ่งมีความต้องการใช้ไฟฟ้าที่เติบโตเพิ่มขึ้น จากนโยบายของภาครัฐตามแผนยุทธศาสตร์ภายใต้นโยบายไทยแลนด์ 4.0 เพื่อยกระดับประเทศให้มีความเป็นอยู่ที่ดีขึ้น ผ่านโครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก (EEC) กฟผ.หวังว่าจะได้มีโอกาสร่วมพัฒนาโครงการอื่นๆกับกัลฟ์อีกในอนาคต

GULF and EGAT signs Owner’s Engineer Field Services Agreements

       Mrs.Porntipa Chinvetkitvanit, President of Gulf Energy Development Public Company Limited, or GULF, revealed that as GULF is preparing for construction of its Independent Power Producer (IPP) projects, it has recognized the need to seek an expert with experience in power project development and construction to engage in its power projects. As the Electricity Generating Authority of Thailand (EGAT) is specialized in this field, GULF has thus decided to have EGAT provide engineering and construction consultancy services for the two power projects, which have a total contracted power generating capacity of 5,000 megawatts, and to sign Owner’s Engineer Field Services Agreements worth 400 million baht.

        GULF and EGAT entered into two agreements, namely, 1) an Owner’s Engineer Field Services Agreement (effective from December 2018 to October 2022) for GSRC power project, which has a contracted power generating capacity of 2,500 megawatts, located in Sriracha district, Chonburi province and operated by Gulf SRC Company Limited, and 2) an Owner’s Engineer Field Services Agreement (effective from December 2020 to October 2024) for GPD power project, which has a contracted power generating capacity of 2,500 megawatts, located in Pluak Daeng district, Rayong province and operated by Gulf PD Company Limited. Both companies are subsidiaries of GULF.  

       “The reason that GULF selected EGAT to oversee the construction of the two IPP projects is because EGAT has a team with specialized expertise in power plant construction along with quality personnel. By working with EGAT, we can be assured that the construction work will be completed as scheduled and the power plants will meet quality standards and meet the electricity generation targets we have set”, Mrs. Porntipa stated.

      Mr. Viboon Rerksirathai, Governor of EGAT, stated, “We would like to thank GULF for their trust in allowing EGAT to be involved in the project development for the benefit and stability of Thailand’s grid system, especially the two projects located in the eastern region where the demand for electricity consumption is continuing to grow as a result of the public policies developed in accordance with the strategic plan under the Thailand 4.0 policy to upgrade the country’s standard of living through the Eastern Economic Corridor (EEC) development project. EGAT hopes that we will have more opportunities to develop other projects with GULF in the future.”
